As part of the government’s "12th Judicial Package," a new regulation is being launched in February 2026 to eliminate fraud in the Turkish real estate market. All new Title Deeds (Tapu) and property sales contracts issued by Notaries must now include a mandatory QR code (Karekod). This digital signature ensures that every document is authentic and can be verified in real-time.

Why the QR Code Matters

In the past, physical documents and notary seals could sometimes be forged by scammers. With the new system, this risk is virtually eliminated:

  • Instant Verification: Anyone with a smartphone can scan the QR code to access the Turkish Notaries Union (TNB) database.

  • Anti-Tampering: Any physical alteration or "erasing" of information on a paper document will be immediately obvious when compared to the digital data linked to the QR code.

  • New Transactions: If you sell your property, lose your deed, or buy a new home after February 2026, the new document you receive will automatically include the QR code.
